The Q2015NC is a tandem (duplex) breaker — it houses two independent 1-pole circuits (one 20A and one 15A) in the same physical space as a single 1-pole breaker. This lets you add a circuit to a full panel without requiring an extra slot, provided your Siemens loadcentre has approved tandem positions available.
Tandem breakers are only permitted in designated slots. Siemens loadcentres have a tandem-slot chart printed on the panel's directory label indicating which positions accept duplex devices. Installing a tandem breaker in a non-approved slot is a code violation, so always verify against your panel's chart before installation.
